Most mainstream commercial identity and access management products were not created with third-party extensibility in mind. If you want to customize them for the unique needs of your business, you're out of luck - unless the pre-supplied set of features and extension points just happens to suit those needs.  True customization is impossible at worst, and at best simply requires too much effort.
